South African National Accreditation System Accreditation requirements

the dtic gazetted the Broad-Based Black Economic Empowerment (B-BBEE) Verification Manual on 18 July 2008, for purposes of accreditation and verification of B-BBEE-related reporting by the South African National Accreditation System (SANAS) and BEE Verification Agencies.

The Verification Manual provides comprehensive and easy-to-follow guidelines on the authentication and substantiation of B-BBEE reporting, as well as the minimum norms and standards on the ethical conduct and procedures to be employed in ensuring the verification of the B-BBEE Codes of Good Practice.

2. CIPC (Companies and Intellectual Property Commission)

EMEs (Exempt Micro Enterprise, Start-up to R10 million, turnover per annum), Sworn Affidavits by Commissioner of Oaths will be accepted.

QSEs (Qualifying Small Enterprise, between R10 million and R50 million, turnover per annum) that are 51% – 100% Black-owned, only Sworn Affidavits by Commissioner of Oaths will be accepted.

QSEs that have 0% – 50% Black equity ownership, valid B-BBEE certificates are required.

Generic / Large companies (above R50 million turnover per annum) are still requested to submit valid B-BBEE certificates.

Please note that this REVISED Construction Sworn Affidavit 2021 only used for under threshold turnover of R3 million for Contractors, and R1,8 million for BEP, as per 3.6.2.4.1.
For annual turnovers in excess of these,  a SANAS scorecard is required.
